OK, we need a guinea pig. Could someone who reads both English and
Japanese well enough to read the relevant web pages please do these?

* attempt to create a yahoo.com account and a yahoo.jp account with the
  same name

* attempt to send a message to a yahoo.com account from a yahoo.jp
  account and vice versa

* let us know what happens
