[Telepathy] telepathy-qt4 cmake branch ready for review

The cmake branch has been reviewed, the code cleaned up, and a few new targets 
have been added.

In addition to make test, distcheck, and doxygen-doc there's now make dist and 
uninstall. All of this has been separated out to make it easy to add these 
features to future Telepathy modules ported to cmake.

Its also been merged with the namespace branch.
