Pass through key release events when IM is off

Currently the m17nlib module drops all key release events, even if set to
'off'.  This causes unexpected problems with a number of programs and web
sites, here is a test case:

I would suggest that - at minimum - key release events should be passed through
when the IM is 'off', as in the attached patch.
