Shuold be:

(generic-register-im
  'pyunihan "zh_CN" "UTF8" pyunihan-init-handler)

And you should define pyunihan-init-handler, rename your new  py-rule to
pyunihan-rule. (Of course the "pyunihan" doesn't need to be "pyunihan",
you can select your rule name freely, but "pyunihan" seems appropriate.)
