[Uim] After 0.4.7 (about new release policy)

To determine the roadmap after 0.4.7, we have to determine new release
policy, because there's no explicit release policy for now.

New release policy
==================

Determining the release policy is quite difficult, because our human
resource is very limited and we have a lot of to do.

Now uim seems major, commonly used software than I expected. So, I
decided that we'll provide stable, well tested new releases. To tell the
truth, I don't want to test uim deliberately, since everyone can test
uim, while developers of uim is less than ten people. But, if users want
stable release, we'll provide stable release.

As of 0.4.7 release, 0.4 series accept only bug fixes and minor
changes.

There would be some additinal changes:

  1. As of 0.4.7, we'll have no alpha and beta releases.
  2. Instead of alpha and beta release, we'll notify beforehand one
    week before release. (Or maybe we should make & update our roadmap
    regularly.)

But, 2. has an exception, that is a security fix. Security fix version
will be released without notify.

0.5 series would be development branch, released according to the
system similar to 0.4 series. The difference is only one, 0.5 accept
all changes.


If you have an objection or a question (especially to new release
system), please reply. Everything could be changed.
