[Uim] uim 1.3.1 released

Thank you for releasing new UIM. It's working for Slackware 11.0.
I packed uim 1.3.1 for Slackware 11.0.

Its URL is the same as 1.3.0.

Of course I succeeded to compile uim-1.3.0 with configure option, 
which is --with-qt.  Then I confirm that uim tools based on Qt 
work on Slackware 11.0 as well as them based on Gtk.
