[utf-8] joe-3.0 supports UTF-8

It is a known issue in gnome-terminal, but in the developer's opinion it's
a gnome-terminal bug. KDE's konsole doesn't print any character when such
a thing is printed, therefore there joe seems to work correctly. Also the
bug we encountered in gnome-terminal is also present with vim 6.2 in
gnome-terminal.
