A simple xcb app that exactly reproduce this bug
Some toolkits employs a technique that set TRANSIENT_FOR of a window to a
invisible window that is not mapped. Window not mapped doesn't have a wayland
surface and weston's xwm simply omits that TRANSIENT_FOR, and the problem lies
