a) You're the compositor
b) Your compositor provides an interface for doing this

Yes; again as long as you're the compositor or have a special interface
to the compositor.

Although this may require protocol for clients to annotate what their
surfaces are.

What about them? There's currently no protocol for manipulating them,
but there's no reason why that would be particularly hard.
