[ANNOUNCE] wayland 1.6.93 (aka 1.7.0-rc2)

This is the second and final release candidate for Wayland 1.7.0.
Really just two changes of note.

On older systems (e.g. Ubuntu 12.04), we incurred a regression in
failing to detecting expat since expact lacked a pkg-config file back
then; Bill's patch restores the old logic (with some fixes) to eliminate
the regression.

The other change fixes a test failure on Ubuntu 14.04 or other systems
with the Yama Linux Security Module turned on; this security feature is
designed to prevent clients from snooping on each other via attaching
debuggers to running processes.  The fix enables the testsuite to make
an exception for one of the test cases, and only when the test is being
run.
