I think he is asking how to run Wayland so that it controls more
than one monitor. This has nothing to do with how windows act once
Wayland is running.<br>

Is it for desktop or some non-desktop (e.g. phone, STB or
IVI)<br>
environment?<br>
<br>
Would the maximize/fullscreen protocol with the set_output
request in<br>
xdg_shell fit your need?<br>
