[Xcb] let's release XCB 1.0 on Friday

Bart has suggested we release xcb-proto and xcb 1.0 on Friday, September
15th, 2006. According to Bugzilla, all we have to do for this is change
the library soname -- which means we are declaring the ABI stable, so
should be the last thing we do before release -- and deal with bugs
#8207 and #8208, which I'll address in separate messages.

I think we can do this. Any objections?
