[Xcb] New libxcb and xcb-proto releases (code name: "Oh, shit")

I don't have anything to add to all of this except to thank those who
are dealing with it. I have the access privileges to do anything that
needs done, so when there's consensus here everyone let me know
exactly what I need to do, or better who I need to get full access
