You don't really want to install out-of-prefix anyway, so I'd suggest
just installing to your own sysconfdir. If people put HAL and dbus in
different prefixes they will have to sort it out by hand (or having a
configure option that defaults to your own sysconfdir for convenience is
sane as well).
