Links to standards specs broken?

Hmm, I'm looking at the menu spec and only 
http://www.freedesktop.org/standards/menu-spec/menu-0.8.dtd is defined
(since we are still using version 0.8 of menu spec.

It seems KDE started using the other url in some of its files but I
didn't find where does it come from.
