My debian system have /var/state, but it seams not to be in FHS. 
/var/lib/ seams to be the corect place. But I can see the problem whith

Thats prety much roules out seting it up att install. Not *realy* sure 
if FHS alowe instaltime setup in /var/lib/ anyway... att least state 
that the *user* newer chould need to sett anything up there!
