yes: that application-private icons are out of scope.

if Portland ever provides general icon loading, it would make nearly zero 
sense to have it do so by requesting the KDE, GNOME or FooDesktop 
implementation to do this. it would make a lot more sense to simply provide 
an implementation of the icon spec much as the icon and .desktop file 
installer scripts do.

and i say "if Portland ever" since this is something the toolkits already do 
provide. having this in a portland library would really require enough apps 
using portland for icon loading that don't use the primary toolkits on linux.

really, this energy ought to be put into completing the icon naming spec. it'd 
do a lot more good.
