$XDG_DATA_DIRS/icons implies $XDG_DATA_HOME/icons

See http://standards.freedesktop.org/basedir-spec/latest/ar01s04.html

Subject: [Icon Theme Spec] Directory Layout

Hi,

I am sending this mail in response to this bug[0], regarding the
lookup if themes and icons inside the home directory. The spec
describes that apps need to search in $XDG_DATA_DIRS/icons, and
$HOME/.icons (according to the spec: 'for backwards compatibility'),
but not in $XDG_DATA_HOME/icons.

If $HOME/.icons only exists for backwards-compatibility, then
user-installed themes and icons should be located in $XDG_DATA_HOME,
right?

Regards,

Stephan
