Yes, that's what I meant. We could create a custom theme engine using
cairo for both toolkits.
Then, all themes using this set of common API became modules/plugins
of this theme engine.
This won't break anything or introducing new dependency for existing
desktop environment.
Then the theme author can write once, and make the theme available in
both toolkits.
