I implemented this in glib. I used the filename "mimeapps.list" and the
group names "Added Associations" and "Removed Associations".

Here is an example file:

[Added Associations]
text/plain=gnu-emacs.desktop;gedit.desktop;

[Removed Associations]
text/plain=gnome-gedit.desktop;gnome-file-roller.desktop;
-----------------------------

I use this before defaults.list and use defaults.list as a read-only
file for giving the defaults if there is no user customization via
mimeapps.list.
