Yeah, this is really annoying same could occurs on laptops/netbooks, see

I suppose this is outside Icon Naming Spec scope. You could declare an
"internal" recommended naming standard in xkeyboard-config. As well as
GTK+ provides "gtk-landscape" or "gtk-printer-paused"[1] themeable stock
icons, you could define your own "xkb-capslock" and suggest developers
to use those names.
