The latest icon theme spec links to wrong file.

As title, I already reported this in bugzilla.
Someone has access to that page please fix it.

Also, bugzilla didn't provide options for most of the specs. Only
desktop entry and trash specs are listed.
So I put this to desktop entry since there is no component "icon theme".
Can more components be added to that list? Otherwise there is no place
to report bugs for other specs.
