Migrating the specifications to git (xdg-specs repo)

the reason is ease of use for 3rd party "outsiders". this isn't a huge library 
of content and they do really all belong together. it allows us to then point 
people to one repository which they can just clone and pull endlessly to keep 
up with "all fd.o specs". imho one the main reason to put the specs into a 
repository is to make them easy to find and track. splitting them up into many 
repositories raises the bar on that one without much benefit. at least, imo.

what are the benefits of separate repositories in your mind? (i didn't really 
see a rational in your email, but i assume you have some good thoughts on the 
matter :)
