It might be garbage to many, but when there is an appropriate element in the 
XLIFF specification for this, I can't see an argument for leaving it out 
(except maybe for simplifying filter building)?

In addition, the <context> information is often used in TM systems, and I 
can't see why e.g. open source TM's wouldn't want to store what source file 
the translation unit orginally came from.
