[xliff-tools] Java PO<->XLIFF filters in CVS now.

Hi All,

The initial release of Heartsome's PO<->XLIFF filters is available in
CVS now. 

The filters allow round trip, from PO to XLIFF and back. The
implementation that is in CVS is a fully working one. 

Source code will be modified to meet the specifications described in the
PO File Representation Guide within the next few days. Hopefully, when
the final version of the guide is completed we will have a reference
implementation ready.
