[ANNOUNCE] setxkbmap 1.3.0

setxkbmap is  an X11 client to change the keymaps in the X server for a
specified keyboard to use the layout determined by the options listed
on the command line.

This release includes a good deal of refactoring and cleanup, along with
bug fixes and build configuration improvements.   Thanks to the wide range
of contributors represented in the changelog below.

      Bug 34151: Potential bug and buffer overflow due to misused rules filename
      Use snprintf instead of trying to pre-measure sprintf result sizes.
