"PKG_CONFIG_PATH ... the default is libdir/pkgconfig:datadir/pkgconfig
where libdir is the libdir where pkg-config and datadir is the datadir
where pkg-config was installed."
Traced back to pkg-config 0.16, released 26.03.2005, 0.15 do not have
it.

http://www.x.org/wiki/ModularDevelopersGuide states pkg-config 0.18.1 is
a minimum requirement, as it introduced Requires.private/Libs.private
fields.
