I don't know about commodity usb keyboards - Sun USB keyboards
identify which international layout they have and Sun's X server
uses that to identify the layout.  I've ported that to the Xorg
server for Solaris platforms, as part of the kbd driver work I've
been doing - I hope to get that finished and ready to commit sometime
after the 6.8 release.  Unfortunately, I don't think that will help
any other platforms since it relies on ioctls in the Solaris kbd
drivers.
