Yes, but that's no issue, since the scheme is recursive. If you have
some xterm in some Xnest in some Xnest in some X server on VT7, you
could indeed have
WINDOWPATH=7:31457296:31457296
and 
WINDOWID=31457296

Which doesn't pose problem.
