xterm is not installed in cvs

I was kind of surprised that after a make World into a clean /usr/X11R6 
dir my startx complained about a missing xterm.
And surely a find did not find one installed.

I manually had to cd into the programs/xterm dir and type make install 
(not that it _was_ already compiled).

Looks like a bug to me, but I could be wrong :)
