USE_NBSD_THREADLIB and NetBSD 3.0 and ft2build.h

The fix on that bug page looks wrong. Please see my patch in my original 
email yesterday. The change in /xc/config/cf/NetBSD.cf revision 1.8 
indicates that it does not have threads support.

Can you reopen that bug 4828?
