6.8-branch and 6.9/7.0 flags in bugzilla

Can we turn these off now that we're not making these releases
any more?    It just causes confused users to set them and
generate mail to release-wranglers asking us to hop in our time
machine and check in code before the release of monolithic
branches released three years ago.
