modify keyboard layout

Hello,

I want to modify the layout for an azerty keyboard.
actually when the CAPSLOCK is active, i can't write numbers like the 
SHIFT key let me do this.

After some discussion, the way I want to use my keyboard is considered 
as a Windows bug and I totally agree whit this.
But the fact is that I want to have the choice and choose the ergonomy I 
prefer, even in reproducting a bug.

I tried to modify himself the current layout by modifying the following 
files without success:
 - /usr/share/X11/xkb/symbols/fr
 - /usr/share/X11/xkb/symbols/latin

Can you point me to documentations so I can enjoy the layout I love ?
