I fixed this for you:

To pass absolute reference, just add this to the URL:

&site_root_menu=/

Thus, you would use:

http://www.openclipart.org/shell.php?css=/css/base.css&site_root_menu=/


This will only make the URLs absolute for the menu. I committed
it...soooo test out!
