i believe you just found a bug in the upload tool: it can't process 
tar.bz2 files.
i uploaded the file using 'other' as file type: the only problem with it 
is that this way a rdf file with metadata in created in addition to the 
tarball, not inside it. anyway, this file should be ignored at the release.

so the files are uploaded - 
http://www.openclipart.org/incoming/flag_collection_01.tar.bz2
until the users can access them we still have two steps:
- at the next release hopefully the files will be included in the 
release tarball (if nothing will be wrong);
- for the browsable interface now the update is done manually, but for 
~2000 files the work is huge so the files will be there when: a) we will 
have an improved release process, automatically moving released files in 
that interface; b) someone armed with enough patience will move the 
files manually there (i have done this two releases a go, when the 
number of files was considerably smaller and don't plan to do it again)
