the ref was there, but like this...

xmlns="http://web.resource.org/cc/"

adding the "cc:" as in your example makes the file viewable again.

Interestingly my example file that I was working from does not have the 
"cc:" in the xmlns ref, but does in all the rest of the RDF, and it
works.

You would probably need to add
xmlns:cc="http://web.resource.org/cc/"
alongside the other namespace declarations.
