These issues have awaited their resolution for a long time - but there
is good news: There is an SVG import filter plugin for OpenOffice.org
2.0 that allows to import and edit almost all of the drawings from the
Open Clip Art Library.
While not yet part of the standard distribution of OOo, it's a snap to
install the plugin into a OOo installation by any user through the
pagage manager. Just make sure, your OOo is running on top of Java 1.5:

I would be happy, if you could test the filter and report your
experiences. Just make sure to File/Open a clipart and cut&paste it to
your document instead of directly using Insert/Picture/From-File:

Yes, it is. The solution is not yet perfect, but already usable. The
next release will improve the handling of gradients, which is especially
important for the "advanced" images in the Open Clip Art Library.
