Inkscape can export to PNG (File-->Export Bitmap).

You can convert the PNG to JPG using any basic graphics editing
program. The GIMP is a good one if you don't have one
(http://www.gimp.org/), and free. Photoshop, or any other
photo/graphics editor will be able to do the conversion as well.
