Yes[1], unless you can think of any reason why we'd want an a element
to be styled with pixel width and height, creating an arbitrary and
invisible-to-the-user rectangle as a link that only partly overlaps
the logo image and the top of the site name and causing the site name,
which is white, to wrap onto the white background of the page below
and overlap the rest of the page content.  IMO, this is a no-brainer.
Talk about non-discoverable user interfaces.

Further changes to the stylesheet will be needed, I'm sure, but that's
a start.

[1] To our stylesheet, I mean, skin-openclipart.css.  As far as
    upstream to the stylesheet that ours is derived from, that's
    another matter, and my opinion is not the one to ask for that.
