Hi!

I'd recommend you to use Inkscape (www.inkscape.org), its circle tool can help you to easily create that kind of graphics (you can create arcs and then cut them to create the shapes you want).

The resulting SVG can be imported to Scribus for further work.

I attached a small sample that you can to use to create the graphics you want.
