It all depends on how the database schema is laid out and what the 
traffic patterns on the site are.  There is no one right way that works 
for all web sites.  Each site has its own unique profile.

Remember also that they're going to move from a shared server to a 
dedicated server, meaning that they'll have more capacity and that 
provides a little breathing room for evaluation and analysis.

So while there might be a better long-term project for reducing server 
load by 70%, there might be a 2-3 day project that can knock it down by 
20% and extend the useful lifetime of the server while the more 
aggressive and involved plan is implemented for the long term.

I'd say that the priorities are:

1. Get the new equipment up and running.
2. Watch the stats for a few days and work out a few quick kludges to 
reduce load and expand breathing room.
3: ???
4: Profit!

Sorry, bad Slashdot joke at the end there.  But 3 is a question.  If 
you're going to use Google, then just dumping an album to an HTML file 
and setting up robots.txt is not the answer.

OpenClipArt.org already has an individual drawing display page for every 
drawing.  You're better off making sure those pages are search engine 
optimized. This is not for the sake of getting Google to send big 
profitable traffic, but to make sure that the search results are as 
useful and accurate as possible for users.

Then create a sitemap file (this can be an automated nightly process) to 
make sure Google knows they exist and doesn't have to go hunting through 
them, then limit the Google search to that directory.
