[Clipart] DB hosts updated

I worked with narayan from osuosl.org today to move our databases to a
new server box. We tested them both before and after the change and all
seems to be working fine...please do reply if you see some weird
character encodings, etc on either site or wonkiness (diff. then the
current bugs)
