It IS organized by "something", the tags act as dynamic organization.   
Pick a keyword that fits what you are looking for then refine it  
further down with the keywords offered along the right side of the  
results you get when selecting a tag.  it isn't perfect because since  
everyone makes up their own tags, but it gives you lots of choices.

So odds are if you are looking for a flag almost all of them will be  
under the tag flags for example.
