I don't have any idea about that, maybe they were imported somehow?

On http://openclipart.org/ you can see "7000+ Archived Clip Art" with a 
link to some large package downloads.
We used to have those in a browsable interface which was removed as an 
incentive for coders to do something about import... it seems it have 
not worked so far.
