[Clipart] wiki main page is a mess in Russian

Hi,
Just had a look at the main page in Russian http://openclipart.org/wiki/Заглавная_страница and it seems that there is an encoding problem: the whole content is gone (there are ƒÂƒÃ‚‘‚àinstead).

I remember that it used to be OK. What happened?
