Your understanding is correct, those images are in violation with our 
website license and should be removed from our website.

It looks like didn't understand the terms while uploading. Please point 
who is this author and which are his images so we can take action.

PS: I would not want to go the hard way and say that since he agreed to 
the Public Domain dedication by checking the box when uploading then the 
files *are* Public Domain, I think we should respect his wish.
