I don't see that as a problem for OCAL, as long as it's hosted in the
US (or England or any other country with a similar concept of public
domain).  Since anything that's in the public domain can be legally
redistributed in pretty much whatever manner you want (barring other
legal problems that have nothing to do with copyright license), anyone
who wishes to distribute the materials in jurisdictions that don't
have public domain can simply place them under any license that seems
appropriate for the jurisdiction in question, and then distribute them
under the terms of that license, all clear and legal.
