[Xlibs] Shared library support on Cygwin

Go right ahead. I just hadn't understood that it was a libtool
flag; if this doesn't work, it is a autotool breakage that should
get fixed in the autotools; it seems unlikely it will break anything
though, so the right thing to do is to try it and see.
