[Accessibility] Desktop Developer's Conference

Andrew Hutton has confirmed he is planning a Desktop Developer's
Conference in Ottawa before OLS.  We should be reading an annoucement
about that soon.

We should decide if DDC or OLS is our target audience, then someone
should plan to represent FSG-A11y/GAP by submitting a presentation
proposal by the early February due date.
