These actually used to be in their own header amdgpu_queue_mgr.h, but
a circular dependency
with the definition of AMDGPU_MAX_IP_NUM led to this being included
here instead.

If splitting this out into its own header, we'd need to have
amdgpu_queue_mgr.h include amdgpu.h,
instead of doing it the other way around.

If that approach is okay, then I'm fine with making this change.
Otherwise we'd probably need to
break AMDGPU_MAX_IP_NUM into a separate file as well.
